This unlocked controller does allow the freewheel to run up to 28 mph and it does give access to the full throttle at PAS 1-5. The stock controller only lets the freewheel go up to about 24 mph so you should expect a 2-4mph increase from your throttle only speed.
The problem is it has a huge downside that is not disclosed, and it should be because it greatly affects how your bike will ride, and I would have considered it a serious tradeoff and probably not have gotten this controller if I knew how bad it was.
This controller wrecks the pedal assist feature. To give you an idea of what I mean, on a stock controller, the max current possible is 19A and in PAS 1, the pedal assist will send about 2A through the controller. With this unlocked controller, the max current is 18A and in PAS 1, the controller will send 10A+ and even more shooting you forward and making it possibly more dangerous for the bike to get out of control. That is at least a 5x increase in wattage/power for PAS 1. Because it sends so much of the available power in PAS 1, you will find it difficult or impossible to try and slow down when navigating around busy areas or where there are obstacles. It will also cause you to ghost pedal in PAS 1 in the highest gear. The rest of the PAS levels basically become meaningless. When near pedestrians, you almost have to turn off all PAS levels because it is so difficult to go at a slower and safer speed.
Overall, I am giving this a meh score. It does do what it says it does, but the issue is that it doesn't honestly disclose just how badly it wrecks the pedal assist. If you are a person who only wants to throttle around only, then this may be the upgrade for you. For anyone who actually wants to pedal and have some control over it, you will have to consider the tradeoff carefully. If anything, it would have been a benefit if this controller tuned down PAS 1-4 on the stock controller since the original PAS levels aren't set up very well anyways.
